Florida SIRS Mandate: A Critical Deadline for Condominium Associations

Florida SIRS Mandate

In the wake of recent structural failures and growing concerns about building safety, Florida has taken a proactive stance by introducing the Structural Integrity Reserve Study (SIRS) requirement. This new mandate is set to reshape the landscape of property management and maintenance for condominium associations across the state. As industry leaders with 30 years of experience, we at CSI are here to guide you through this crucial transition.

Understanding SIRS: Florida’s New Requirement

Structural Integrity Reserve Studies (SIRS) are now mandatory for buildings over three stories in Florida. This specialized assessment focuses on the structural components of a building, providing an in-depth analysis of potential issues and the funds required to address them.

Key Benefits of SIRS:

  • Early detection of potential structural issues
  • Compliance with Florida’s new legal requirements
  • Long-term cost savings through proactive maintenance
  • Increased safety and peace of mind for residents

The Urgency: A Race Against Time

The deadline for completing SIRS is rapidly approaching, and the numbers are staggering:

  • As of today, the DBPR’s online database lists 10,201 associations in Florida required to have a SIRS performed by 12/31/24.
  • However, this number only reflects associations that have filed a Building Reporting Form to the DBPR.
  • The Florida Bar Task Force Report indicates there are 27,588 residential condominiums in Florida.
  • Excluding 3-story condominiums with 3 or fewer habitable dwellings (which are exempt), the actual number of associations subject to the 12/31/24 SIRS requirement is substantially higher than 10,201.
  • It’s estimated that the current 10,201 figure represents only about half of all residential condominiums that will need to comply.

By January 1, 2025, the DBPR will publish a database on its website showing which associations have reported completing their SIRS. This public record will make compliance (or lack thereof) transparent to all.

The Importance of Acting Now

With potentially over 20,000 associations needing to complete SIRS by the end of 2024, the demand for qualified providers will be intense. Waiting until the last minute could result in:

  1. Difficulty finding available, qualified professionals
  2. Higher costs due to increased demand
  3. Risk of non-compliance and potential legal consequences
  4. Delayed identification of critical structural issues
