What a Structural Integrity Reserve Study Is

A SIRS combines a visual inspection with remaining-useful-life, replacement-cost, deferred-maintenance, and reserve-funding analysis. It must be performed or verified by a Florida-licensed engineer, Florida-licensed architect, certified reserve specialist, or professional reserve analyst.

Florida SIRS Categories and the 2026 Threshold

The seven named categories are roof; structure; fireproofing and fire protection; plumbing; electrical systems; waterproofing and exterior painting; and windows and exterior doors. The eighth category captures another item only when its cost exceeds the annually adjusted threshold and its failure would negatively affect one of the named categories. The official threshold is more than $25,675 for 2026.

Floor and foundation are not separate statutory categories. They may be evaluated within the broader structure category when they are primary structural members or systems. Likewise, balconies, parking structures, cladding, sealants, and mechanical equipment are not automatically separate SIRS categories; whether they fall within the scope depends on the statutory definitions, maintenance responsibility, and their effect on a required category.

Who Is Covered and When the Study Is Due

The requirement applies to covered residential condominium and cooperative buildings three habitable stories or higher, with exclusions for certain smaller dwellings, portions not submitted to condominium or cooperative ownership, and components maintained by another party. The baseline deadline was December 31, 2025 for existing owner-controlled condominium associations; section 719.106 states December 31, 2024 for comparable cooperative associations. An association with a qualifying milestone inspection due on or before December 31, 2026, may complete the SIRS simultaneously, but no later than December 31, 2026. The statutes also provide limited post-milestone timing relief intended to let an association prioritize specified repairs, so boards relying on any exception or delay should confirm the applicable timeline with association counsel.

How the SIRS Becomes a Funding Plan

The completed study identifies each inspected item, its estimated remaining useful life, its replacement cost or deferred-maintenance expense, and a recommended reserve funding schedule. The baseline funding plan must keep the reserve cash balance above zero. The plan also accounts for the association's selected funding methods, which may include regular assessments, qualifying special assessments, loans, or lines of credit.

For budgets adopted after December 31, 2024, owners generally may not vote to waive or reduce required SIRS funding. The statutes provide defined exceptions, including approved alternative funding for multicondominiums and limited pauses or reductions in specified circumstances. Boards should review any proposed exception with the reserve professional and association counsel.

The 10-Year Update Cycle

A covered association must update its SIRS at least every 10 years. Earlier updates may be appropriate after major repairs, a milestone inspection, a change in funding method, or a material change in useful-life or cost assumptions. Keeping the study aligned with current conditions gives the board a defensible basis for repair priorities and budget decisions.
